CDOT Region 3 US 24 & The Town of Minturn’s Resurfacing and Pedestrian Improvements Project

In 2015, CDOT Region 3 issued a task order to Stolfus under its General Engineering NPS contract to design and provide construction documents for resurfacing and ADA ramp upgrades along approximately four miles of US 24 in Minturn. During that effort, the Town of Minturn separately hired Stolfus to design pedestrian and bicycle improvements along an overlapping segment of the corridor.

US 24 serves multiple travel modes, including pedestrians, bicycles, commercial trucks, and passenger vehicles. Existing conditions featured an unsafe and inconsistent cross-section, with varying curb and gutter, sidewalk gaps, inconsistent pavement widths, and inadequate storm drainage. Stolfus studied the corridor, developed alternatives, and led multiple planning and public Open House meetings in coordination with the Town, CDOT, and corridor stakeholders. Multiple alternatives including a combination of separated multi-use paths, on-street bike lanes, and sidewalks were evaluated and presented to the Town. Construction of improvements for two priority segments was completed in June 2020. In parallel, Stolfus supported the Town in securing more than $4.2 million in funding through TAP DOLA and Revitalizing Main Street grants to advance future phases. Stolfus completed final design for the remaining corridor improvements in September of 2025. Construction is slated to begin in 2026.
